El Patron would support the legalization of marijuana.  He was the lord of opium, and he had a huge business that made a large amount of money.  El Patron was very selfish, shown from his “dragon hoard” of treasure, and would do many things for his benefit and to expand his amount of riches.  It would only make sense for him to want to legalize marijuana so he could enlarge his business and grow even more successful.
